Can you implement the fixes or only report them?

Either. Plenty of clients take the list to their own developer, which is exactly why it is written to be actionable rather than impressive. Where you want us to implement, that is scoped as development work with its own estimate.

How often should a technical audit be repeated?

Annually for a stable site, and after any migration, redesign or platform change — those are when the expensive breakages happen. Ongoing monitoring in Search Console catches most things in between without a full audit.

Will fixing technical SEO improve my rankings?

It removes the ceiling; it does not raise demand. Where indexing or speed was genuinely the blocker, the change can be quick and large. Where the site was already crawlable and fast, the honest answer is that the gains will be small — and we would rather tell you that before the invoice.
