Most large Indian cities have at least one brutally competitive search term for SEO providers, usually the obvious one, with easier variants around it. Kolkata does not follow that pattern. In the data we plan from, every search we examined for this market sits in a narrow band at the low end of the difficulty scale, with no hard term anywhere in the set.
That is unusual enough to be worth stating plainly, because it changes what is realistic. In Mumbai or Delhi we would be talking about earning a position over a long period. Here the honest expectation is different, and a business prepared to do the ordinary work properly has a genuine chance of being visible in a timeframe that feels reasonable.
Low difficulty describes the competition, not the businesses
It is worth being precise about what a difficulty score measures. It describes how hard the pages currently ranking would be to displace, based on their links and authority. It says nothing about the quality of the businesses behind them, and it is not a comment on the market.
What it usually indicates is that relatively few competitors have invested heavily in search, which means you are often competing against absence rather than against sophistication. Practically, that inverts the usual priority list. Getting the fundamentals genuinely right, clear service pages, accurate business information, a site that works properly on a phone, tends to matter more here than any advanced tactic. It is also worth allowing that our sample may simply under-represent this market, which is something your own search data can settle quickly.
An advantage like this has a shelf life
If a market is soft because investment has not arrived yet, the sensible assumption is that it eventually will. We are not going to turn that into artificial urgency, because deciding well matters more than deciding this month.
But it is a reason not to defer the decision indefinitely. Work started while competition is light accumulates the links, reviews and page history that make a position defensible later. The same work started after several competitors have moved costs considerably more for the same result. If Kolkata search matters to your business over the next few years, earlier is genuinely cheaper than later, and that is a statement about compounding rather than a sales tactic.
Whether to publish in Bengali is a real decision, not a tick box
Kolkata is the strongest case in India for considering non-English content, and it deserves more thought than it usually gets. Publishing in Bengali is not a translation task. It commits you to maintaining two versions of anything you change, marking them up so search engines understand the relationship, and having someone who can answer an enquiry in the language a visitor used to find you.
Done properly it can be a real advantage in a market where few competitors have bothered. Done as a one-off machine translation, it produces pages nobody wants to read and a maintenance burden nobody planned for. The way to decide is to look at your own search data for queries in Bengali or transliterated forms, since research tools record very little of it, and let actual demand rather than assumption drive the call.

Should we publish in Bengali?
It is a real decision, not a box to tick. It is worth it when your customers genuinely search and read in Bengali and you can maintain the content properly. A machine-translated second version that nobody owns is worse than not having one.
