Reviews usually decide more than rankings
In local results, where you appear matters less than what sits beside you. Two businesses next to each other in a map listing, one with a long run of recent reviews and one with four from three years ago, do not get equal attention. Buyers read the recent ones and the replies.

That is not wasted time, but it should be described accurately at the start. We would expect to spend the early period on the things that make later work possible: a structure that makes sense, pages that genuinely answer something, accurate business information, and a measurement setup that will tell you what happened. If a proposal promises positions in the first month for a site that did not exist last month, the promise is the problem.
